Taxi driver Jaime Tinoco works the streets of Caracas in a 1976 Chevy Nova that guzzles 19 gallons (72 liters) of gas a day. But he doesn't worry about fuel efficiency -- filling his tank costs just $2.30.

While U.S. consumers struggle with soaring energy prices, Venezuela's gas is now the world's cheapest at 12 cents a gallon and Washington's regional foe, President Hugo Chavez, vows to maintain subsidies that keep fuel dirt-cheap.

"Those gringos have everything -- so why does their gas cost so much?" asked Tinoco between chuckles as he navigated a midday traffic jam. "Don't they have oil reserves?"

police officers suspended for prank involving a sex toy

Two police officers have been suspended for five days without pay for pulling a prank involving a sex toy, the mayor of San Luis said.

Mayor Nieves Riedel said the incident involved an officer who planted a phallic sex toy in a patrol car as a joke on another officer last week. One of the department's sergeants learned about the incident and an investigation led to the discipline.

She said she was briefed by the city's police chief, Heriberto Bejarano.

"Boys are going to be boys," Riedel said, while adding that officers are supposed to set examples for the community and saying the incident was in "bad taste."

Police Detective Busted For Being On Howard Stern Show

A police detective who appeared with his wife on Howard Stern's Sirius satellite radio show several months after she stripped naked for the host has been reprimanded after internal affairs investigators found he showed conduct unbecoming an officer.

Boynton Beach Detective Troy Raines apologized to his colleagues and acknowledged showing poor judgment, The Palm Beach Post reported Thursday.

Raines' wife, Alison Cushman, was fired last month as a child abuse investigator for the state Department of Children and Families.

The German Cannibal

A German cannibal who admitted killing and eating a man he met over the internet was convicted of murder and sentence to life in prison today after a retrial that has kept Germany engrossed.

Armin Meiwes, a 44-year-old computer technician, was originally convicted of manslaughter and sentenced to eight years' jail over the killing in March 2001 of Bernd Juergen Brandes.

But that verdict was overturned by an appeals court to allow prosecutors to seek a tougher sentence.

In the retrial, which started in January, Meiwes's lawyers argued that the Frankfurt state court should instead convict him of the lesser offence of "killing on demand" -which carries a maximum sentence of five years - on the grounds that he was only following his victim’s wishes.

Shanghai is getting set to open a "human zoo."

Four Australian men will live in a glass box on a downtown mall for two weeks in June, with the public able to watch them sleep, eat and bathe, a news report said Thursday.

The group, known as the Urban Dream Capsule, has drawn crowds with similar displays in London, Montreal, Hong Kong and other cities.

"They won't turn off the lights or pull down the curtains. They show their whole life, from getting up to going to bed," Karen Chang, the event's organizer, told the Shanghai Daily newspaper.

"People like to watch them taking a shower, so they have to shower at least two times a day," Chang said. "Of course, one can't see the key parts, because there is nontransparent glass in the bathroom."
